Cape Hatteras ORV bill killed in U.S. Senate committee Posted to: Environment News North Carolina
By Catherine Kozak The Virginian-Pilot © September 11, 2008 Legislation that would have undone a contentious agreement regulating beach driving in Cape Hatteras National Seashore was voted down Thursday by a U.S. Senate committee.
The proposed bill, introduced by U.S. Sens. Richard Burr and Elizabeth Dole, both North Carolina Republicans, was killed by a 11-12 vote along party lines, with Democrats voting no.
It’s unlikely, although not impossible, for the bill to be resurrected before lawmakers go home in about nine legislative days.
“Burr can put it on the Senate calendar for later,” said Bill Wicker, spokesman for the Senate Energy and Natural Resources Committee. “As a matter of practicality, though, it dies in committee.”
The bill would have reverted beach driving policy to the interim beach driving management plan that was in effect prior to April, when a more restrictive consent decree was approved by a federal judge.
