My BIL has a 3 axle boat trailer with surge brakes on each axle. They are surge brakes and he tells me that they drag due to air in the lines.
2 questions,
1) What is the best way to bleed the system? 2) Should we be looking at something else?

What actuates the brakes? If it has a master cylinder and bleeders, I would say if you have a way to actuate the master cylinder (or can figure one out), it'd be just like doing your vehicle brakes. No problem. I've dealt with mainly electric trailer brakes, but I have seen the surge type. Just never had to do any maintenance on them.
