New to VA, ??? on law compliance

I am moving to VA Beach from Tennessee. Wife and I like to Jeep around. I have taken out the back seat, brackets, and seatbelts, have tires that stick out past the Rubi flares by about 1", and like to run with the top/doors off (seatbelts on), as well as H4 headlights.
What kind of issues should I expect, or what habits should I change?

No vehicle inspection in TN. What should I expect there? I do keep the Jeep in good repair.

Sounds fine to me. Long as tires don't stick out more then 4". Other then that everything should be good.

Be sure to move a side mirror off the door and onto the Jeep when doorless.

I actually talked to a cop yesterday who said as long as you have at least the driver side mirror and your seatbelt on, you're good.
